1. Introduction

ZingThis, LLC, doing business as ZingRally (“ZingRally,” “we,” “us,” or “our”), is committed to protecting your privacy and ensuring you have a positive experience when using our Services.

ZingRally is a property tax sale surplus recovery service operating under ZingThis, LLC — a Maryland limited liability company. ZingRally assists former property owners in identifying and reclaiming unclaimed surplus funds held by county governments and the Maryland State Comptroller resulting from tax sales. All recovered funds are paid directly from the county or state to the former property owner. ZingRally earns a contingency-based service fee of 10% of the recovered amount, due only upon successful recovery.

This Privacy Policy explains how we collect, use, disclose, and safeguard your information when you use our Services. By accessing or using our Services, you acknowledge that you have read, understood, and agree to be bound by this Privacy Policy. If you do not agree with our policies and practices, please do not use our Services.

ZingRally operates separately from ZingThis LegacyLoop. This Privacy Policy governs ZingRally services only. For ZingThis LegacyLoop privacy practices, please visit zingthis.com.

1.1 Service Overview

ZingRally provides property tax sale surplus recovery services including:

  • Researching and identifying unclaimed tax sale surplus funds held by Maryland, Virginia, Florida, Ohio, Colorado, North Carolina, Pennsylvania, South Carolina, and Tennessee county Finance Departments and equivalent state agencies on behalf of former property owners
  • Locating former property owners entitled to unclaimed surplus funds
  • Assisting former property owners in completing and submitting claims to the appropriate county Finance Department or the Maryland State Comptroller’s unclaimed property program
  • Earning a contingency-based service fee from the recovered amount as agreed in a signed Client Service Agreement — no upfront cost to the client

ZingRally makes no guarantee of recovery. Surplus fund availability and eligibility depend on individual county records and applicable state law. Former property owners have the right to file claims themselves at no cost through their county Finance Department or at claimitmd.com.

1.2 Parent Company

ZingRally is a registered trade name (DBA) of ZingThis, LLC. For information about ZingThis LegacyLoop — our creator visibility platform — please visit zingthis.com. The two services are operated separately and governed by separate legal documents.


2. Information We Collect

We collect information that identifies, relates to, describes, or could reasonably be linked with a particular consumer, household, or device (“Personal Information”). We collect the following categories:

2.1 Information You Provide to Us

  • Contact Information: Name, email address, phone number, and mailing address submitted through our contact forms or directly to our team
  • Property Information: Former property address, county of the tax sale, and estimated surplus amount — provided by you or identified through public county records
  • Identity Verification Information: Government-issued photo ID, proof of prior property ownership (such as a prior deed, tax bill, or title document), and any other documentation required by the county to process a surplus claim
  • Client Service Agreement Data: Your signature, agreement date, and fee arrangement as captured in your signed Client Service Agreement with ZingRally
  • Communications: Information you provide when you contact us for support, respond to our outreach, or otherwise communicate with us regarding your claim
  • Payment Information: Banking or payment details necessary to receive your recovered surplus funds from the county or state. ZingRally does not take custody of surplus funds — all funds are paid directly to you by the county or state. Your service fee is paid by you to ZingRally from your recovered amount as agreed in your Client Service Agreement

2.2 Information We Collect Automatically

  • Usage Information: Pages visited, time and duration of visits, and features used on zingrally.com
  • Device Information: Device type, operating system, browser type, IP address, and mobile network information
  • Location Information: General location derived from your IP address. We do not collect precise geolocation data unless you explicitly authorize it
  • Cookies & Similar Technologies: Cookies, web beacons, pixels, and similar tracking technologies — see Section 7

2.3 Information from Public Records

  • County Surplus Fund Lists: We access publicly available tax sale surplus fund lists published by county governments in Maryland, Virginia, Florida, Ohio, Colorado, North Carolina, Pennsylvania, South Carolina, Tennessee, and other states where ZingRally operates to identify unclaimed funds and the names of former property owners entitled to those funds
  • Property Records: We may access publicly available property records through the Maryland SDAT database (sdat.dat.maryland.gov) and equivalent Virginia databases to locate former owners

3. How We Use Your Information

3.1 To Provide and Maintain Our Services

  • Identify and verify unclaimed surplus funds associated with your former property
  • Contact you regarding unclaimed surplus funds you may be entitled to claim
  • Prepare and process your surplus fund claim with the appropriate county Finance Department or state agency
  • Execute and maintain your Client Service Agreement
  • Communicate with you throughout the claim process
  • Calculate and collect our contingency service fee upon successful recovery

3.2 For Research and Development

  • Improve our claim process, develop better research tools, and enhance our service
  • Understand how former owners interact with our services
  • Generate aggregated, non-identifying analytics and statistics about claim outcomes

3.3 For Marketing and Communications

  • Market and promote ZingRally surplus recovery services
  • Send informational communications about our services and the surplus recovery process (if you have not opted out)

3.4 For Compliance, Fraud Prevention, and Safety

  • Verify your identity and your entitlement to surplus funds before submitting a claim
  • Protect against fraudulent, unauthorized, or illegal activity
  • Comply with our legal obligations under Maryland Real Property Article and applicable state law
  • Maintain records required for tax reporting, legal compliance, and dispute resolution
  • Protect the rights, privacy, safety, and property of ZingRally, our clients, and others

4. How We Share Your Information

4.1 With Government Agencies

To process your surplus fund claim, we submit your personal information — including your identity documents, proof of prior ownership, and signed Client Service Agreement — directly to the relevant county Finance Department or the Maryland State Comptroller’s Office. This sharing is necessary and required to complete your claim. We do not share more information than is required by the county or state agency to process the claim.

4.2 With Service Providers

We share information with third-party providers who perform services on our behalf, including document management providers, cloud storage providers, electronic signature platforms (such as JotForm), and communication tools. We require all service providers to respect the security of your Personal Information and treat it in accordance with applicable law. We do not allow service providers to use your Personal Information for their own purposes.

4.3 With Your Consent

We may share your information with third parties when you have given us explicit consent to do so.

4.4 For Business Transfers

If ZingThis, LLC is involved in a merger, acquisition, financing, reorganization, bankruptcy, or sale of assets, your Personal Information may be transferred as part of that transaction. We will notify you of any such transfer and any resulting changes to applicable policies.

4.5 For Legal Purposes

We may access, preserve, and disclose your Personal Information to comply with applicable laws, enforce our Client Service Agreement, detect or prevent fraud, or protect the rights, property, or safety of ZingRally, our clients, or others.

4.6 Aggregated or De-Identified Information

We may share aggregated or de-identified information that cannot reasonably be used to identify you, with third parties for research, marketing, analytics, and other purposes.

4.7 Text Messaging Data Protection

All of the above sharing categories exclude text messaging originator opt-in data and consent. This information will not be shared with any third parties and is used solely for the purpose of sending you requested communications.


5. Your Privacy Rights and Choices

Depending on your location, you may have the following rights regarding your Personal Information:

5.1 Access and Data Portability

You have the right to request access to the Personal Information we collect about you and to receive a copy in a structured, commonly used, machine-readable format.

5.2 Correction Rights

You have the right to request that we correct inaccurate Personal Information we maintain about you.

5.3 Deletion Rights

You have the right to request that we delete your Personal Information, subject to certain exceptions permitted by applicable law. Please note that we are required to retain financial transaction records, signed Client Service Agreements, and claim documentation for a minimum of 7 years for legal and tax compliance purposes.

5.4 Restriction and Objection Rights

You have the right to request that we restrict processing of your Personal Information or to object to our processing of it.

5.5 Opt-Out Rights

You have the right to opt out of: the sale or sharing of your Personal Information to third parties; the processing of your Personal Information for targeted advertising; and the use and disclosure of your Sensitive Personal Information for purposes beyond those necessary to provide the Services.

6. Data Retention

We will retain your Personal Information for as long as necessary to fulfill the purposes for which we collected it — including to provide our Services, comply with legal obligations, resolve disputes, and enforce our agreements.

  • Active client files — retained for the duration of your claim and service relationship
  • Signed Client Service Agreements — retained for 7 years after the claim is resolved, for legal and tax compliance
  • Financial and transaction records — retained for 7 years to comply with U.S. tax law and financial recordkeeping requirements
  • Contact form submissions and general inquiries — retained for 2 years, then deleted
  • Identity documents submitted for claim processing — retained only as long as required by the county or state agency and then securely deleted

When we no longer need your Personal Information, we will securely delete or anonymize it.


7. Cookies and Similar Technologies

7.1 What Are Cookies

Cookies are small text files placed on your device when you visit a website. They allow the website to recognize your device and remember information about your visit, such as preferences and settings.

7.3 Contact Form and Electronic Signature Tracking

We use JotForm to collect contact form submissions and electronic signatures for Client Service Agreements. 7.4 Your Cookie Choices

Most web browsers allow you to control cookies through their settings. However, blocking all cookies may prevent some parts of our website from functioning properly, including contact form submission.

7.5 Do Not Track Signals

We do not currently respond to Do Not Track signals or similar mechanisms transmitted by web browsers, as there is no accepted industry standard for responding to such signals.


8. Data Security

We have implemented appropriate technical and organizational measures designed to protect the security of your Personal Information, including identity documents and claim files. However, no method of transmission over the Internet or electronic storage is 100% secure. While we strive to use commercially acceptable means to protect your data, we cannot guarantee its absolute security.

Given the sensitive nature of identity documents submitted for surplus fund claims, we take particular care to limit access to claim files to authorized ZingRally personnel only and to securely delete identity documents once the claim has been submitted and processed.


9. International Data Transfers

ZingRally primarily serves clients in Maryland, Virginia, Florida, Ohio, Colorado, North Carolina, Pennsylvania, South Carolina, Tennessee, and other U.S. states . Your Personal Information is processed and stored within the United States. If any international data transfer becomes necessary, we will implement appropriate safeguards including European Commission-approved Standard Contractual Clauses and other legally valid transfer mechanisms. 10. Children’s Privacy

Our Services are not directed to individuals under the age of 18. We do not knowingly collect Personal Information from anyone under 18 years of age. All clients must be at least 18 years of age to enter into a Client Service Agreement with ZingRally. 11. Changes to This Privacy Policy

We may update this Privacy Policy from time to time. If we make material changes, we will notify you through our website or by other means, such as email. We encourage you to review this Privacy Policy periodically.

Your continued use of our Services after any changes constitutes your acceptance of the revised Privacy Policy.


12. California Privacy Rights (CCPA/CPRA)

If you are a California resident, the California Consumer Privacy Act (CCPA), as amended by the California Privacy Rights Act (CPRA), provides you with specific rights regarding your Personal Information.

13. European Privacy Rights (GDPR)

If you are located in the European Economic Area (EEA), United Kingdom, or Switzerland, you have certain rights under applicable data protection laws including GDPR.

13.1 Legal Basis for Processing

We process your Personal Information based on: performance of a contract (e.g., executing your Client Service Agreement and processing your surplus claim); legitimate interests (e.g., verifying your identity and entitlement to surplus funds, and detecting fraud), where your rights do not override those interests; consent, which you may withdraw at any time; and legal obligation, to comply with applicable state law in all states where we operate, and U.S. tax regulations.

13.2 Additional Rights

You also have the right to object to processing based on legitimate interests, the right to restriction of processing, and the right to lodge a complaint with a supervisory authority in your country of residence, place of work, or where an alleged infringement occurred.
